SENIOR OFFICER

Hours:                              Full time (Mon. – Fri. – 37 hours p/w)

Description:

Newington HA is seeking to recruit a full-time Senior Officer.

The Senior Officer will be responsible for supervising a team of staff within the Communities Team, ensuring objectives set are achieved, under the direction of the Communities Manager.

The Senior Officer will also be responsible for the day-to-day supervision of the communities’ team. This will include the delivery of a high quality and effective frontline housing management and response maintenance service and the achievement of continuous improvement in accordance with standards and objectives set.

Main Terms and Conditions of Employment

  1. Salary for the post is currently £36,648 to £40,221 per annum.
  2. The post is a full-time position with an initial 6 months probationary period.
  3. Applicant will be eligible to join the NILGOSC (Northern Ireland Local Government Officers’ Superannuation Committee) contributory pension scheme.
  4. Mileage allowance will be paid to the post holder
  5. Annual Leave: Commencing at 22 days initially, rising to 27 days after 5 years, 30 days after 10 years rising to 32 after 20 years’ service, plus 11 recognised statutory holidays.
  6. Newington operates a Flexible Working Policy and contracted hours are 37 per week from Monday to Friday. Due to the nature of the role, you will be required to work outside normal office hours, attending meetings, training events, seminars and conference and some weekend work if necessary.
  7. Location – The role is based at Newington Housing’s head office which is located at 300 Limestone Road, Belfast, BT15 3AR. However, the post holder will be expected to be able to travel throughout Northern Ireland and occasionally further afield.

Essential Criteria – Candidates must:

Education/Qualifications

3rd level qualification and 2 years’ experience working in a social housing environment.

OR

Educated to ‘A’ level standard or equivalent with 3 years’ experience working in a social housing environment.

OR

5 years’ experience working in a social housing environment.

Relevant Experience

Knowledge and experience of managing rent accounts

Knowledge of Welfare Reform and welfare benefits

Working knowledge of Housing Selection Scheme, transfer assessments, tenancy assignment, successions and direct exchanges.

Liaison and engagement with tenants and/or community groups.

Experience of multi-agency and partnership working.

Knowledge and Skills

Experience of using Microsoft Office packages.

Ability to work with accuracy and strong attention to detail.

Special Aptitudes

Possess good verbal communication skills with the ability to consult and converse with tenants and community partners.

Previous experience of research to develop policies and/or guidance.

High levels of self-motivation with ability to work on own initiative.

Ability to work well as part of a team.

Ability to be flexible and to handle sensitive and confidential information.

The ability to deal with problems/enquires in a diplomatic and sensitive manner.

A high level of organisational skills and the ability to prioritise workload and meet deadlines.

Additional Factors

Willingness to work outside normal office hours on occasions such as attending lunch and evening meetings.

Post-holder will be required to have a current driving licence.

 

Desirable Criteria:

Education/Qualifications

Professional Qualification or Membership of Professional Body.

Relevant Experience

Previous experience of managing staff.

Knowledge and Skills

Knowledge or experience in working in a response/planned Maintenance or development department.

Knowledge of community development and tenant participation in social housing.
